**From 17 July 1997 (Res. No. 71/1997) the presdent of republic is also allowed to speak not Forming Part of the Orders of the Day in extraordinary case, like the MPs ot the prime minister or members of government. That is the reason why the presdinet speeches are also in the Total column.
***Before 30 September 1994 the Standing orders not allowed to speak after the orders of the day.
The president of republic, prime minister, members of government, faction leaders on behalf of a faction can speak before orders of the day in cases which are not part of the order of the day and has national importance.
